About Peter Oliver OBE

Professionally, Peter’s career began in 2001 supporting the digital transformation of Health and Care organisations at local and national level within the NHS. Peter has since worked with a wide range of organisations in the public, private and third sectors, with his delivery and leadership experience spanning the United Kingdom and overseas, through a range of delivery and leadership roles, with organisations which range from startups to global corporations.

Over the same period, Peter has undertaken leadership and Board roles in several local, national and international charities, notably The Scouts and a large Academy, primarily focused on supporting young people to get the best start in life. Locally, Peter’s voluntary work has involved supporting young people and volunteer teams across many communities, and has included developing successful collaborations between local charities, businesses and public sector organisations. Nationally, Peter’s volunteering has involved leading the development and implementation of national governance, strategies and support.

Peter was awarded the honour of Officer of The Most Excellent Order of the British Empire (OBE) in His Majesty The King’s Birthday Honours 2023, and was commissioned as a Deputy Lieutenant of Merseyside in November 2023. On 29 August 2025, it was announced by Downing Street that Peter had been appointed by The King as His Majesty’s Lord-Lieutenant of Merseyside on the retirement of Mr Mark Blundell CVO, on 15th December 2025.

Professional Experience

Professionally, having begun my career in 2001 supporting the digital transformation of Health and Care organisations at local and national level within the NHS, I have worked with a wide range of organisations in the public, private and third sectors. My delivery and leadership responsibilities have spanned the United Kingdom and overseas, in roles that have included Subject Matter Expert, Project Manager, Programme Manager, Portfolio Director, Principal Consultant, Strategy Director and Company Director.

Today, I work with Boards, Executive Teams and Delivery Teams as an Independent Strategic Advisor, supporting the delivery of ambitious digital transformation programmes.

Voluntary Experience

Locally, my volunteering with Merseyside Scouts began in 1997 and has involved supporting young people and volunteer teams across many communities. Through various roles, including County Commissioner, I’ve led teams to support young people learn skills for life across a growing number of communities, with larger and stronger teams of volunteers, and through collaborative partnerships with charities, schools and businesses. Also at a local level, I have been a Governor and Chair of the Board of St. Margaret’s Church of England Academy in Liverpool. 

Nationally, my volunteering began in 2004 and saw the start of my involvement leading the development and implementation of national strategy and support with The Scouts, through roles which included National Commissioner, Board Member and Chair of the Strategy and Delivery Committee.
